Pot licensing process ends, Elma lawyer applies for a store


During the last week of the application window, both Grays Harbor and Pacific counties saw a surge in recreational marijuana business applications.

The state Liquor Control Board reported 55 applications in Grays Harbor County: 27 for marijuana producers, 19 for marijuana processors and nine for marijuana retailers. However, two of the listed retailer applicants told The Daily World that they no longer wish to own pot businesses.

Pacific County has a total of 52 applications: 27 for producers, 22 for processors and three for retailers. Statewide, 1,670 applications have been submitted.

One of Grays Harbor County’s recent retail applicants, Elma-based lawyer Chris Crew, said he decided to apply after helping some of his clients fill out their applications.

“I’ve recently expanded into cannabis law, at least that’s what I’m calling it,” Crew said.

Washington counties are allowed a limited number of pot stores. Grays Harbor County will have up to six retail marijuana stores, according to marijuana rules released by the Liquor Control Board. One of the stores will be located in Aberdeen, another in Hoquiam and a third in Ocean Shores.

The other allotted stores could be established in the remaining Grays Harbor cities or unincorporated areas of the county.

According to the rules, Pacific County could have two marijuana stores.

Crew hopes the scarcity of stores will funnel a large portion of business his way.

“In the legal marijuana business, whoever gets the license will basically get a monopoly,” Crew said. “I’m looking to make a real safe business, much like a liquor store, to sell marijuana.”

Crew’s business would be the only marijuana store in East County. Another applicant hoped to open a store in Satsop but has since changed her mind. Crew’s store would be located in Porter in the former grocery store. He doesn’t own the building, but will sign a lease if the state approves his application.

The lawyer doesn’t have any experience selling marijuana, but he has been involved in creating a county ordinance regulating the substance. He served on the Grays Harbor County Cannabis Land Use Task Force along with county commissioners, health advocates, marijuana advocates and county planners.

“I felt like I learned a lot about marijuana from that,” Crew said.

The county will likely pass the ordinance before marijuana licenses are awarded. The City of Hoquiam is also looking at a marijuana ordinance, and the City of Aberdeen passed an interim marijuana ordinance in October.

The Liquor Control Board started accepting applications Nov. 18 and closed the application window Dec. 19. The board will take a few months to process the applications, concluding in February or March of next year, according to Liquor Control Board Spokesman Mikhail Carpenter.

“Our licenses are usually processed in about 60 to 90 days, so that’s what we’re aiming for,” Carpenter said.
