Here at NeighborWorks of Grays Harbor we offer affordable loans plus our construction expertise and contractor oversight to help folks in Grays Harbor fix up their houses the right way.


The ultimate example of recycling, our Revolving Loan Fund, is a tremendous community resource. It is comprised of capital lending funds awarded to NeighborWorks over the last 32 years. The money came from past state block grant funds through partnerships with the cities and county and also capital funds from our parent corporation, NeighborWorks America.

We write competitive applications for these funds and are, of course, very careful with the money. Once received, we loan the money out at time and interest rates that are affordable for the homeowner.

As the loans are paid back, the money goes right back into the Revolving Loan Fund and becomes available for another rehab project.

The rehab money is intended to make owner-occupied homes safer and more livable, better looking and more maintenance friendly!

For some folks that means a new roof, siding and paint, weatherization, or perhaps a heat pump or a new foundation. For others, it could mean updated wiring or plumbing or even adding a new bathroom or bedroom. For many folks it is the only source of funds they will ever qualify for to fix their broken home.

Besides the affordable loan terms, what many people especially appreciate about our rehab loan is that our construction manager is going to be your expert in every phase of the project.

He will start with an inspection and help you prioritize the tasks needing rehab. He will produce the scope of work and oversee the bidding process. He will help you select the winning contractor from our contractor pool. He will write up the contracts and oversee the work and permits and make sure it’s completed to specifications, with signed lien waivers and inspections completed before you sign off on the pay request.

We are your experts, available to make sure every part of your project is complete. And, on the flip side, the local contractors like to work for us because they know the work scope is clear and that they will be paid as promised. Both ends of your rehab project are also helpful to our local economy and the community at large.


The program is available to people in Grays Harbor County who live in their own home and whose income falls within 50 to 120 percent of the median income for this area.

To be eligible, at a minimum, homeowners must have equity in their home for security, no open collections and have an annual income that falls within the following parameters:

• A family of one can earn from $19,400 to $46,560;

• A family of two can make from $22,200 to $53,280;

• A family of three can make from $24,950 to $59,880;

• A family of four can make from $29,950 to $66,480;

• A family of five can make from $31,000 to $71,880;

• A family of six can make from $32,150 to $77,160;

• A family of seven can make from $34,350 to $82,440;

• A family of eight can make from $36,600 to $87,840
