Once upon a time a university or court could send over its budget request and presto it is approved. Those days are gone.
Budget authorities generally pay more respect to judges than to department heads, But judges (and commissioners) are known to be prickly about perceived slights.
The statement in the article about separation of power is confusing. The words appear in neither the state nor the federal supreme law. The federal doctrine makes judges loathe to venture into between-branch disputes. Can we all get along?
