James Russo, a member of Scouts BSA Troop 100 in Hoquiam, passed his Eagle board of review Dec. 20, making him the Coastal Waters District’s 19th and final Eagle Scout of 2018.

Russo is the son of Debra Rathbone and Jon Russo. His Scoutmaster was Rick Strom.

His Eagle project, which totaled 132 service hours, was the construction of a flag retirement depository box. It has been placed at the Troop’s charter organization, Hoquiam VFW Post 1135. Worn-out American flags may be left there for proper retirement by the Troop.

The Coastal Waters District is being consolidated this year with the neighboring Timberline and Capital Area districts. The newly merged entity has not yet been named.
