Amazon’s ‘Project Eagle’ lands in Elma

Construction is underway for a 49,100-square-foot Amazon warehouse complete with 218 parking spaces on 10 acres located just west of Vance Creek at 49 Schouweiler Tract Road East in Elma. Amazon purchased the property for $1.2 million on Feb. 21.

An Amazon spokesperson said via email, “Yes, I can confirm we have purchased this property with the intent of opening a last-mile facility in the area. We’ll share more when we can.”

The facility, dubbed “Project Eagle,” has flown under the radar for several months.

“We’re proud to welcome Amazon to Elma,” Mayor of Elma Josh Collette said. “Their expansion builds on the momentum already taking shape here and reflects the promise others see in our community. As Elma continues to grow, we look forward to working together to create new opportunities and strengthen what makes this place special.”

The ​​city of Elma’s State Environmental Policy Act (SEPA) Mitigation of Determination of Nonsignificance states that the proposal “does not have a probable significant adverse impact on the environment,” and did not require an Environmental Impact Statement.

The checklist also says the intended uses for the facility include, but are not limited to, “Receiving, storing, assembling, displaying, shipping, distributing, preparing, selling, and serving as a pick-up/drop-off location for products, materials, food, grocery, and liquor items; receiving parcels/packages in bulk from upstream warehouses and delivering them to customers.”

According to the checklist, “The proposed project will be accessed by the private road section of Schouweiler Tract Road which connects to Schouweiler Road to the west where traffic is directed north to Old 410 Highway or south towards Olympic Highway (SR12).”

A Traffic Impact Analysis report was prepared by Kimley-Horn and Associates in August of 2024, and an annotation indicates 354 new average daily trips, 48 new morning peak hour trips and 66 new peak afternoon hour trips will add to Elma area traffic.

Mayor Collette did not respond to a request for comment by press time.

Construction is expected to be complete in the fall of this year.
