Two level 3 sex offenders have registered addresses in Aberdeen and Elma. Both are considered a high risk to reoffend, according to the Grays Harbor County Sheriff’s Department.
Joshua James Allen is living in the 5000 block of US 12 in Elma. He was convicted in December of 2007 of assault second degree with sexual motivation and unlawful imprisonment with sexual motivation for holding his adult girlfriend in a locked room for 13 hours where he physically assaulted her and forced her to engage in sexual relations. He admitted beating the victim but denied force of sexual relations. He was sentenced to 101 months in prison. Allen declined sex offender treatment while incarcerated because he claimed there was no force. He was released in April 2014 and registered his Elma address Nov. 14 of this year.
Allen, 37, is 5 feet 7 inches tall, weighing 190 pounds, with blonde hair and hazel eyes.
Matthew Joseph Tardiff has registered an address on Brenton Lane in Aberdeen. He was convicted of first degree rape of a child in December of 1991. According to the Sheriff’s Office, he was placed in a position of trust with a 6-year-old girl and 9-year-old boy. During a seven month span, he had sexual contact with both victims and threatened the children with taking them away and abandoning them if they told anyone. Tardiff participated in sex offender treatment during his incarceration time. He was released in 2002 and registered the Aberdeen address Oct. 14 of this year.
Tardiff is 47 years old, 5 feet 9 inches tall, 175 pounds with blue eyes and brown hair.
The Sheriff’s Office reminds citizens that this information is provided for community awareness only. “Citizens that abuse this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.”
